Hi, there is a cable that goes from the parking brake lever to the side of the transmission. This is your typical metal cable inside a metal sheath and if miosture gets into it rusts and sticks. Try WD40 or your favourite pentrating oil. The same thing can happen to the PTO control lever. Good luck
