I had a similar thing on a tractor with an in-line filter. Full tank of gas the tractor ran OK. As the fuel load approached 1/4 full it wouldn't run worth beans. I always thought the carb was messed up even though I could find nothing wrong. I dorked around for several years with a motor I could not tweak in. One day took the in-line filter off. Adjusted the carby and it's run great since.
