"cutoffs" are the term used when the old farmers would cut out the center of the steel wheels and weld on the rims for rubber tires. This was common years ago when factory rubber wheels were hard to come by or non-existant. I am from Pa. You should be able to find some wheels for your tractor closer to Texas. They are pretty common.
