If the leak is around the head gasket, I'd try removing the valve rocker cover and the rocker arms shaft assembly and retorque the head bolts. It's necessary to remove the rockerarms and shaft to get to the head bolts. You'll have to reset valve rocker arm clearances when you reinstall the rocker arm assembly. Get a new gasker for the cover and also make sure you align the notch in the rocker arm shaft with the stud bolts when you reinstall. I've seem some specs that say 60 ft-lbs for the head bolts and others say 80. I've always used 80. If retorqueing does not stop the leak, they you will need to replace the head gasket. All this assumes you do not have a crack in the block or head. Usually a crack in block is just in front of carburetor on the side of the block. That does not sound like yours. As to the lights, you will just have to trace down the wiring. Could be a bad switch or bad ground.
