Farmall H Belt pulley seal

I have an H that is leaking oil from around the side belt pulley shaft. I thought that replacing the oil seal would just be a matter of taking off the shaft endcap and pulling the shaft out. But it doesn't seem to be that easy. Nothing feels "stuck", but the shaft just won't come out. Is this shaft a solid shaft that is attached to the gear on the other side? And if so, how do you get this thing off? Please don't say I have to take the whole belt unit off! What am I missing?
