The first thing I would do is remove the carb, clean it externally, strip it down and soak the whole shootin match in chem-clean carb cleaner over nite. Next day, blow out all the orifices and parts with an air hose. Repeat as required. Check the float in good shape with no pin holes, make sure it floats good in gasoline. Install the float with new inlet needle and seat and adjust the float level. Put it all back together with new gaskets. There is always a low speed adjustment (air screw) for idle mix adjustment. Seat it and set it at 1 turn out initial. There is a throttle stop screw at the carburetor to set idle speed. Install the carby. Start and warm up the tractor. Adjust the idle down low and adjust the low speed mix screw for best running. If it's still too rich at high speed under load the main jet may be too large. ottle plate idle adjustment screw
