Eric, Both. On the head bolts, I tighten them gradually and in a pattern. I tighten everything snug then tighten everything to 70 Ft-Lbs in a pattern starting with the center nut. Then I work in a circular/spiral pattern towards the ends. When everything is tightened to 70 ft-lbs, I tighten all the nuts to 80 ft-lbs in this same pattern and then everything to 90 ft- lbs. On the rods, I use the same stepwise pattern but with only two bolts, it is simplier. In other words, Tighten one to 70 Ft-Lbs then the other. Then 80 ft-lbs and finally 90 Ft-Lbs. Hope this helps.
