Tractors are designed to be run at full throttle with a full load. With a lighter load you can gear up and throttle down. With a loader, you have to use common sense and use whatever power and gear suits the job you are doing. Your pto produces optimum performance with a bush hog at 540 pto rpm, at or nearly at max engine rpm. Gear selection depends on how big the grass and weeds are you are mowing and how rough the ground is. You are not hurting anything, gas or diesel, IF you are not overloading the engine, either with too much load at full throttle or part throttle.
