You have the positions correct. L, H, D, B do stand for low charge (about 2 or 3 amps), high charge (about 10-12 amps), dim bulbs(low beams), bright bulbs(high beams). The highest charge rate will be an the "H" position. I don't know what you mean by "amperes gauge is showing a draw on the charge side", but if by that you mean the ammeter is showing deflection on the right side of it's center zero, then yes it probably is charging, assumimg that the ammeter is wired correctly. You can verify this with a simple voltmeter. Check battery volts with the tractor shut down, then start it and check again with the switch in the "H" position at half throttle. It should read a couple volts higher. If so, it's working OK.
