Dan: First thing is=did he replace the front oil pump and seal. The 'o' rings can and often do fall from the groove in the pump housing and front timing cover grooves. That aside, the next place is the filters, do they have a check valve built into the base to keep the oil from draining upon shutdown? If not you have to fill two filters before supplying oil to the bearings. Believe me I worked on many of those engines and I will not kid you. That takes awhile to supply everything with oil. The other thing to ask whom ever did the overhaul, is did they replace the cam bearings as that would and could be the biggest problem you are having. I would myself use an external oil pressure gauge at the pressure sender fitting, and get a reading first hand at startup. See if it is coming up right away. Sorry I can't help more but their are many things to be considered. If you need more help please post again.
