Steve: That pto has a brake to keep it from turning when not engaged. There should be a push button type rod going down the lever that latches lever in the foreward position. It is designed so you slightly push ahead on lever and push button to unlock. When you push foreward on lever it should latch in brake position on it's own. These tend to get worn or broken, just a little pivot latch at base of lever. Another item that will cause them not to latch or stay latched is bad bushing in pivot of pto engage lever itself. Not a terribly hard item to fix up, and without it working a bit dangerous hooking up to pto. There should also be an adjustment in linkage for adjusting this brake.
