Priming the belt pulley lubrication - '47 H

I've never used the belt pulley but am planning to soon. I've read somewhere that one is supposed to initially put some gear oil in through the filler hole at the top of the belt pulley drive mechanism - it looks like a 1" hole. After that the oil quantity there will be maintained through the operation of the transmission. I can't find what I originally read but I've added a pint of gear oil, engaged the pulley drive while doing some other chores and then took a look. The gears still looked pretty dry. What am I doing wrong? Adding too little? Adding it in the wrong opening? TIA.
