Allan I am not that familar with a 686, from the other posts it sounds like a battery sets there. Proably it had a frame that set on top of the battery open in the center, with two rods bent on one end in L shape to hook in the holes you show and a wing nut screws on other end at the frame. I had a 544 gas only 1 battery it was under the steering wheel the frame was long gone, but I would guess it had one when it was new. My 706 and 756 the batterys are long and narrow. They set at front of platform on each side the main body, this is what they have to hold them down.
