IH 384 Hydraulics Problem

I have an IH 384 tractor that i use frequently on my small strawberry U-Pick here in Newfoundland. My Problem is that the 3-point hitch will lift just fine on this tractor but will not release the fluid and let the arms drop. The Pump does not strain against itself and continue to try and lift it just works normally going up. Also I have checked the small filter in the front next to the main cylinder. I have already had this completely apart now twice and cannot find the problem. Any help here would be appreciated i realise that this is not much to go on but as i said any helpful ideas would be greatly appreciated. Justin
