I'm not sure if it has an insert or not. The pulley is held on with a cap with a 9/16" bolt that goes down through it into threads in the shaft and tightens the cap on. There is a locating pin (almost a bump) that is on the bottom of the cap that fits into a square slot in the shaft but I cannot see a pin that is in down in the square slot. That is where I was wondering if a shear pin was but I just couldn't see it due to grease.

There are 2 nuts (I think 1/2 "). I think they are on the part with 4 tapered (wedge shaped) slots that the spring loaded pins on the bottom of the pulley go down into to engage the pulley to the shaft assembly. One of those was loose so I tightened it lightly. The bolt that those two nuts go over looks hollow, almost like a tube with threads on the outside. The pins on the pulley engage just fine with that "slotted" part. The slotted part turns with the pulley but the shaft that goes through all of that doesn't turn with it.
