Is the float bent too wide so it cannot drop to allow fuel to flow in? With the carburetor in your hands, hold it so the air intake is pointing up and shake it from left to right. It should make a noise if the float is free to move. Gas should flow out of the drain in a steady stream if all is well. Does gas run out of the fuel line in a pencil size stream when disconnected at the carburetor connection? Maybe the needle is jammed into the seat and cannot drop down; hit the side of the carb (not too hard!!) with a hammer and see what happens.
