Allen: These touch control systems are all very similar, re C, SA, SC, 200, etc. While I have never had problems getting these systems to prime or pick up oil, you see a lot of discussion on here with much the same question as yours. This hydraulic system has a very small resovoir thus leaks must be watched very closely. In no time they can loose all their hydraulic oil and very quickly pump lubrication. Great little hydraulic system but at 8-1/4 pints resovoir that was clearly their weak point. The worst leak of all is pump seal, allowing hydraulic oil to follow pump drive shaft into timing gears and thus into crankcase. People didn't tend to catch that one quickly enough.

I would drain the system clean the screen and fill with new oil. You can try some air bleeding at point where lines from pump enter the touch control unit. Then you have the expensive one for last, the pump itself. I have owned 6 of these tractors in the past 45 years, never had a single hydraulic problem. Two things my dad taught me very early was closely monitor hydraulic oil level. Just as important watch engine oil level to be sure it is not increasing.
