You apparently have an M which originally burned distillate or kerosene, a cold engine will not start on either of these fuels, so the small tank you are speaking of was provided, and was filled with gasoline. Thus the engine could be easily started on gasoline, and after it warmed up, could then be switched over to run on the less expensive fuels. The distillate fuel has not been available for quite a few years now, so all of the old tractors were switched over to run on gas. Some people retained the small tank, and used it as a reserve tank. As to why yours is leaking, it could be a loose fitting, or it could be that the tank has rusted out.
