I watched a guy throw in a set of .002" undersize bearings one time to "take up the slack". He didn't measure the journals; he just put 'em in.

That engine lasted just 16 minutes before it spun & ruined the crank.

Since then, I've made it a practice to measure every journal on every overhaul and to always set the clearance at .0015" to .003"; preferably at the low end.
