Definitely working as designed. Only the newer hydraulic TAs on 706 and newer/larger tractors will hold the load back. Mechanical ones on tractors from the Super MTA up through the last 686 will take you for a ride when pulled on a downhill grade. The sure sign of a fully functional TA is if it will keep the tractor from rolling backwards down a slope with the TA ahead, and the clutch pushed in until the tractor stops, but not quite all the way in.

Tractor Traction - by Chris Pratt. Our first bout with traction problems came when cultivatin with our Massey-Harris Pony. Up till then, this tractor had been running a corn grinder and pulling a trailer. It had new unfilled rear tires and no wheel weights.
