450 ta help please

Hello again.I hope i dont bother you guys with to many questions..the 450 farmall i bought has the torque amplifier but the guy i got it from said it doesnt work and didnt when he got it either.is this a hard item to fix? what could be the problem? do i really need it? also brake hardwear is gone on one side, is this a hard item to find or very expinsive? I am new to old tractors but allways wanted one. if i ask to many questions just tell me.. Thanks in advance..Tom
