O.T. hydraulic jack ?

Bought a China made 6-ton jack @ Farm-Fleet. Brand name is Larin. Will only go up about 2". My ? is, do I raise jack and then place it on its back and bleed and add fluid if necessary or open valve with jack lowered and add fluid if needed? I asked F-F why jack shouldn't work right being it is new! I asked automotive department to put it under load to see if it would lift - guess how far that got me. And, dingle-bust-it, now I can't find the slip.
