CNKS: My thoughts much like yours. Those forged steel U clamps are fine thread. It would be quite hard to cut a new coarse thread in those. I remember replacing a few of those bolts over the years. My memory is slipping on this, but I expect they were a grade 8 bolt when new, right or wrong? My thoughts were that someone has changed these to a lower grade fine thread bolt, rather than what Pete is suggesting. Pete I am not suggesting the change to coarse thread couldn't be done, but I don't think I will tackle it.
