IH 454 Gas - Carb, Choke, and Fuel pump problem?

Completed a tune-up on a IH 454 gas tractor.. Replaced points, condenser, plugs, rotor, distr, and plug wires. Also replaced leaking intake/exhaust manifold gasket. Tractor now hits on all 4 cyl. and IDLES great. Here's the problem now.. The engine will NOT run at increased throttle or under any load, with the choke FULLY open. Unless the choke is about half-closed, the engine will die unless you reduce the throttle back to idle. My limited knowledge tells me that the carb is not getting enough gas/pressure from the fuel pump when the throttle is increased. There is a small gas leak in the fuel pump, and I have ordered a new/rebuilt one. Not sure if this will fix this problem, however. Any other ideas ? or things to check are very much welcomed !!!
