I'm trying to remember here, I think the 56 series tractors were running Roosa - Master pumps I don't know about the 312, anyway most of those pumps can deliver a lot of fuel, however the proper spray pattern needs to be just right to get the proper atomization to fire with a cold cylinder. Now this is like the dog chasing its tale, you can take the nozzles in to be tested and rebuilt and bring them back and still not be ok because the pump has to deliver enough pressure to pop the springs on the nozzles and I can't remember but I think is around 1700 to 2200psi. so could be your pump needs service too. Like all diesels better get your checkbook out giving the fact they run a long time between tuneups but we all have to pay the piper. Just like these people with diesel pickups better trade them off before tuneup time 3 to 5 grand usually around 250 to 300thousand miles along time for a pickup.
