It sounds like you have later hubs on your front end. The later ones the rims were bolted on, hence as Farmall Kid mentioned, it was somewhat adjustable, depending on where you bolted the rims, and whether the rims and tires were bolted in or out. The early versions with the clamps only had one way of assembly. Just for kicks, check the casting dates on the lower bolster, and the hubs, and see how they compare with the rest of your tractor....
