Farmall A surges

I went out to start my Farmall (well actually an International A) A to start mowing this weekend. I have a belly mower on it and the grass is growing in Texas.) I had not started it since November. Initially it would not start. I took off the carb and blew it out with some carb cleaner (I always shut off the gas and run the tractor until it runs out of gas when I shut it down). It now starts but runs rough and surges and seems to miss--without full power. It seems to run a little better choke out some. I noticed some oil inside the distributor cap. My first inclination is back to carb, but maybe oil on points. Welcome any thoughts.
