350 pto clutch?

I have a 350 ut and the pto clutch has been slipping .so I took it apart and it looked like the clutch straps where glazed over so I rough them up a little .Now I hope they will work.What am wondering it there spost to be oil in the pto housing or is it a dry system?
Also I called the deal about new pto clutch and he said that they where 230$ apices
