It sounds like your clutch disk has rusted to the flywheel. If your tractor has an inspection cover on the bottom of the clutch housing try removing it so WD-40 can be sprayed on the back side of flywheel. Sometimes you can remove the starter and get to the problem with WD-40. After soaking it good, turn the wet side up then tie your clutch pedal down over night then try your luck breaking it loose. I've worked as a mechanic for 50 years and found this proceedure to work most of the time. Good Luck, Ken
