farmall 450 won't even pop

the guy i work for has a farmall 450 that won't run. doesn't pop or anything. i've torn the carb apart and cleaned it all up but it didn't make a difference. there is spark at the plugs. anything else that coudl cause this? could the spark be weak? i've got points for it, but don't know the gap/dwell. does anyone have this information? i'd love to hear any other ideas of things to check
