It sounds like the throttle rod in the pump is stuck or not in the right groove of the plunger. Take the oil filler cap off and see if the control rod is moving when you move the throttle. If it's stuck you can spray blaster on it and work it back and forth. Or it could be the diesel return line to the tank is blocked, there is a check valve on the newer pumps under the big nut on top the plunger that might be screwed down to far. Hope this helps, you have to love a gasstart-diesel.
