Probably a plugged orifice. Look at the head on the back side of the hydraulic system. You should find a pipe plug screwed into it. take the plug out and you should find the orifice behind it. Don't remembe is the orifice is screwed in or what, but it probably unscrews. You will have to pull the battery to get at it.
