Joe: If that steel wool looking material, that Ron speaks of, actually a very coarse looking steel wool is missing, it is a very necessary part of the filter system. That material is subject to rusting in tractors that have been parked a long time. I saw one of these rusted at a shop once, they didn't even try to replace the material, just shoped around and found a complete filter canister. Guy at the shop said in his opinion it was 90% sealed off by rust. If someone has removed that material from your filter, your easiest option is find another complete filter assembly. You can buy replacment dry type air filters, but again you will be buying complete assembly and you will have to be sure it has the proper capacity.
