You're are correct in your description, nut holds bearing & retainer holds brg. in housing. Remove retainer,make sure nut on shaft is tight. With retainer removed, hold outer race of brg. with something(screwdriver,etc.)& have someone rock steering wheel back & forth while watching shaft and brg. movement. You should be able to determine if brg. is worn out,good possibility,while doing this.
