Should I leave well enough alone on my H???

Behind the carb, on the block of my H there is a long cover plate, I think it is the water jacket cover. It doesn't leak and I believe it was never off. My question is, should I take it off to reseal it as a part of my beginning restaration? Also, the block drain plug is stuck, should I drill a hole in it then try to unscrew it or just leave it be? I flushed the cooling system last year and don't get hardly any sediment any more. Thanks!!
