Overspray on tires spells out a sloppy procedure of painting. I believe if I payed for it done, I would be pretty disappointed about the overspray on areas that were suppose to be left unpainted. I believe I would have to confront the people that done the work. Even if the tires weren't new, that is still sloppy work. It is time consuming, but tires can be easily masked using trash bags and masking tape. If old tires, the paint will soak into the weather checks and be harder to get off but liquids such as already mentioned can be used to try to get it off. Probably will spend twice the time getting it off than it would of took to of masked it. That's why the sloppy work would really make me mad.
