Governer Adjustment on an H question.

Should the governer on an H be set to bring the low idle a little slower than the carb screw ( not the fuel screws)? The reason I am asking is my governer brings my low idle down low, almost where the impulse cupling starts to click so I turned the screw at the carb in just a hair , now my H idles where I think it should? Thanks!!
