IH 340 - Utility

I have a 340 International Utility. Lately the engine is running very rough and will not run without the choke on, even after running for an hour. When power is applied, fire tends to appear out the exhaust pipe. Once in a while the tractor will back fire back through the carb. I recently installed a new carb. kit. I just can't seem to get the tractor to even out. Any suggestions.
