706 engine problems

I just purchased a 706 farmall 282 diesel tractor for a decent price. I don't know a lot about engines but, I noticed it had a lot of blowby so I took off the exaust pipe and checked the exaust manifold and there is quit a bit of oil in it. I don't really know what to do next? Should I spend the money now to have the engine totally rebuilt or is there something else I can do or fix before I go that route. Thank you, Brian Hearn
