The 460 560 some of the 706 and I think some first 656 had a cast iron filter base and yes the relief valve is in the base. Never had oil pressure trouble with the cast iron base. Then IH came with the through away filter and an aluminum filter base and we had big troubles with the aluminum bases, just had a wafer valve in it. So if you have the aluminum base with the through away filter, take the base off and take the valve out to see how the valve and the seat looks could be the problem.
