Super C Engine Surge

Hello,
I could use some help in identifying a surge of
my SC engine. The engine starts well, but only
at close to full throttle. When running, the
engine surges between near full throttle and
minimum throttle. The cycle is about ten
seconds. If the throttle position is reduced
below about 2/3, the engine will cut off. I can
hold the linkage between the governor and
carb and the engine will maintain at a lower
speed, but running rough. The engine will run
as long as you want to allow it. Does this
sound like a carb problem or a governor
problem. Any help is appreciated.
