Pat - The starter is polarity insensitive - you can bench test it either way (positive or negative ground) and it won't care.

Note! If you bench test the starter make sure you clamp it securely in a vise or something. If it's just sitting loose on the bench and it tests good, it'll twist violently the instant you make the connection with possibly dire consequences! Also expect a fairly substantial spark when you make the final electrical connection!

Recommend however before you do a bench test, remove the dust band and peek inside at the brushes/commutator. You may find one or more brushes has worn out or broken and the commutator is burned/dirty. Cleaning the commutator and replacing the brushes may solve your problem.
