Belen power steering on M

My M has a M&W live hydrolic pump on it so I hauled off and installed a powersteering motor off of an IH Cotton picker on it between the steering wheel and hood. The tractor has a 2 spool valve and a 3pt hitch. I tapped off the supply line just as it goes into the valve, and routed the discharge back into the old belly pump (used as a tank)The valve discharge goes into one side of the tank, and the power steering discharges into the other. I said all of that to say this,,,,,,No power steering. I loosened the discharge from the motor down where it goes into the tank. Only had oil when I turned the wheel. ANY ideas or suggestions would be helpful!!
