The wheel should not shake on the spindle, but should turn free. Take the hub caps off and tighten the nuts, but while they are off make sure the bearings have grease. If the hubs don't have a grease fitting in them drill a hole into the bearing cavity thread it and put a fitting in it. They don't need to be greased often depending on use or if you drive thru water regulary. If the threads should be stripped you can get a double nut that screws on the stripped threads and the other nut is screwed on that nut which is tappered and it will tighten it on the threads.
