It's time to jack up the tractor, remove the wheels and hubs, and have a look. You are probably looking at replacing the bearings, or at the very least removing, cleaning, and repacking the bearings. Your neighbor is wrong, there should be no detectable play. Your owners manual should have a section on how to do all of this.
