I have an IH 2400A that had a similar problem. I took the carburetor off at least a half dozen times and cleaned and inspected it with no improvement. The tractor would run too rich and foul the plugs and only run with the choke pulled part way out. There were two problems which was resolved by two different shops after I finally gave up. One was a defective intake manifold gasket that must have been letting in too much air. I got the tractor back from a Case Ih shop still running too rich. Then I took it to a country shop that works on old gas tractors. They found the carburetor had the wrong jets. A used one from some past job did the trick. By the way, mine came from a state park and there is no way to tell who or why the wrong parts might have been installed.
