Remove all the rust you can, and use body filler, with hardener. Be prepared to do a lot of sanding. Some people recommend using epoxy primer first. As far as the hardener, you will get a faster drying harder finish. You can use spot putty for the pin holes that will occur in the filler. I sometimes use Eurosoft, it is a little easier to sand and has fewer pinholes. Don't understand why you don't like hardener -- it's not like the stuff you mix with paint.
