Your new bearings should and probably are tighter than the old ones BUT the engine must still turn over freely. There is a space of approx. .003" or whatever your machines specs are between the bearing surface and the crankshaft. I don't believe your starter is the problem unless it's not getting the correct voltage/amps. Also what you had installed were connecting rod bearings.
