Can't get M fan belt tight?

I have a 1947 M and i can't get the fan belt tight. The pulley adjusts on the threads, but before the belt is tight, i run out of threads and the movable part is loose on the other part of the pulley. Is it worn out, or am i missing something? I have a new belt on it, but still can't get it tight.
