Why have you given up using primer? It gives the paint something to bond to, and primer surfacer on the sheet metal can be sanded smooth and reapplied until the scratches and small imperfections disappear. Lot of work but you get a better finish. I know of no paint where the manufacturer does not recommend primer. In theory, if the old paint is in good shape and compatable with the new paint, it can be sanded and topcoated without primer or sealer, but I don't think that happens very often.
